The presidency said President will choose a new IGP who will make Nigeria safer

The presidency has reacted to agitations and calls from a section of the country for President Muhammadu Buhari to appoint the next Inspector-General of Police (IGP) from the southeast.

In a conversation with journalists on Monday, February 1, Garba Shehu, a presidential media aide, revealed the calibre of person the president will choose to succeed Mohammad Adamu, Bioreports News reports.

Shehu said President Buhari will not be driven by ethnic sentiments or affiliations in his choice of the next police chief, in line with what he did while picking the new service chiefs.

Rather, he said the president will only appoint someone who will ensure the security of Nigerians better than what has been recorded.

He revealed:

“I haven’t spoken with the President but if I read his mind correctly, the president would rather have an Inspector General of Police who would make you and I safer, who would protect lives and property than one who is more pronounced by his tribal marks.”

Shehu added that Buhari will make the appointment upon his return from his home town, Daura in Katsina state.

Meanwhile, Olusegun Obasanjo, a former Nigerian president, said the worsening insecurity in the country was responsible for the low patronage from foreign investors.

The former president made this disclosure on Sunday, January 31, during a virtual interview with academic and historian, Toyin Falola.

Obasanjo said investors are being chased away and discouraged because of rising atrocities of dreaded militant group Boko Haram and banditry in the north.

He also stated that Nigeria, unlike many other countries in Africa, has chances “but squandered those opportunities” due to poor leadership and greed in the current government.

The presidency has debunked reports suggesting that repentant Boko Haram terrorists are being recruited into the Nigerian military.

In a statement issued on Wednesday, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, says no ex-terrorist is absorbed into the military.

This comes amid an allegation made by Borno State Governor, Babagana Zulum that his convoy was attacked by soldiers and not Boko Haram terrorists.

Following this development, many Nigerians had suggested on social media that the attack was carried out by the repentant insurgents who had allegedly joined the army.

But Shehu said such rumours being peddled were fake.

“It is important for the public to know that nobody has ever been absorbed into the military from the de-radicalized Boko Haram and there is no such plan for their absorption,” the statement partly read.

The presidential spokesman explained that the Federal Government’s Operation Safe Corridor programme aimed at rehabilitating the ex-terrorists were being monitored by the International Organisation for Migration.

He insisted that none of the recent 601 former insurgents who have undergone the radicalisation and rehabilitation programme is admitted into the military.

“None of the 601 former Boko Haram members who voluntarily laid down their arms, and have recently graduated from the Federal Government’s de-radicalization and rehabilitation programme, is going into the military.

“This is the fourth such graduation of repentant Boko Haram fighters and not one of such graduates has been absorbed into the military.

“The public needs to be reassured that the de-radicalization, rehabilitation and reintegration of violent extremists of the Buhari administration code-named “Operation Safe Corridor,” follows an established example from countries with similar experiences, and is supported academically and materially by the European Union and the United Nations,” he said.

“Where they are certified as such, communities have the duty of accepting them. Unless they want them to take up arms and resume terrorism from which they have repented, community leaders must work with the relevant agencies to end their rejection.

“The Buhari administration is a responsible one and is conscious of its duty to the state and society, and to the victims of terror as well as to those who inflicted these pains and losses on our people.”

Daura’s comments on zoning not Buhari’s opinion – Presidency

Comments made by Mamman Daura about zoning, during a recent radio interview, do not “in any way” reflect the views of President Muhammadu Buhari, according to the Presidency.

Garba Shehu, the Senior Special Assistant to the President (Media & Publicity), said in a statement on Saturday that the views Mr Daura expressed during the interview were “personal to him.”

“It is important that we state from the onset that as mentioned by the interviewee, the views expressed were personal to him and did not, in any way, reflect that of either the President or his administration.”

In the interview, which aired during the week, Mr Daura told Media (known to Noble Reporters Media) that rotational leadership has failed the country and there is a need to now look “for the most competent and not for someone who comes from somewhere”.

The Presidency believes the comments, which drew strong criticism from several people including groups such as Ohanaeze Ndigbo and Afenifere, were taken out of context.

“At age 80, and having served as editor and managing director of one of this country’s most influential newspapers, the New Nigerian, certainly, Malam Mamman qualifies as an elder statesman with a national duty to hold perspectives and disseminate them as guaranteed under our constitution and laws of the land. He does not need the permission or clearance of anyone to exercise this right,” the Presidency’s statement continued.

“In an attempt to circulate the content of the interview to a wider audience, the English translation clearly did no justice to the interview, which was granted in Hausa, and as a result, the context was mixed up and new meanings were introduced and/or not properly articulated.

“The issues discussed during the interview, centered around themes on how the country could birth an appropriate process of political dialogue, leading to an evaluation, assessment, and a democratic outcome that would serve the best interest of the average Nigerian irrespective of where they come from.

President Buhari’s Special Media Aide, Garba Shehu, says there is no crisis under the present government.

Mr Shehu stated this when he appeared as a guest on Channels Television’s Sunday Politics.

This comment comes on the heels of reports suggesting that there might be a dilemma within the present government following the manner in which some ministers and head of parastatals have been behaving towards lawmakers running probes into the operations of various commissions and ministries.

In the last few weeks, there have been reports of ministers and heads of commissions failing to appear before committees set by the National Assembly to look into certain ills within some parastatals.

There have also been situations in which some Senators walked the Minister of State for Labour and Employment, Mr Festus Keyamo, out of a meeting, while the NDDC Boss, Professor Pondei, and others walked out on Lawmakers at the House Of Reps investigative hearing.

In reaction to these developments, President Buhari read the riot act to ministers and heads of the Ministries, Departments, and Agencies (MDAs) on the relationship with the National Assembly.

“Ministers and all heads of Departments and Agencies should at all times conduct themselves in ways that will not undermine the National Assembly as an institution, its leadership, and members,” President Buhari stated.

Building on this premise, Mr Garba Shehu stated that where wrongdoings are detected within the present government, they are always addressed.

Mr Shehu further assured that if there is a mistake or wrongdoings by ministers or appointees, President Buhari would address it appropriately.

There is more to be heard and seen as regards the case of suspended acting chairman of the Economic and Financial Crimes Commission (EFCC), Mr Ibrahim Magu, this is according to a statement from the presidency.

Senior Special Assistant to the President on Media and Publicity, Garba Shehu, stated on Channels Television’s Sunday Politics that Nigerians should prepare for surprises as the panel probing the suspended chairman is getting set to submit a report of its findings.

Mr Shehu said the Justice Ayo Salami-led panel has been updating the President on some of their findings, noting that Nigerians will be amazed as to the content of the panel’s report.

The leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu, has claimed that First Lady, Aisha Buhari, has chased Garba Shehu, President Muhammadu Buhari’s Special Assistant on Media and Publicity out of Aso Rock.

In a similar claim, Reno Omokri, former aide to ex-president Goodluck Jonathan had said Garba Shehu was not briefed about the appointment of a new Chief of Staff because he is now perceived as the head of the late Kyari’s ‘Cabal’ and has now become an enemy to Buhari’s wife, Aisha.

Recall that when Media contacted Shehu to confirm the appointment of Ibrahim Gambari, on Tuesday, he said he had not been briefed about the appointment.

Aisha Buhari had late last year claimed that Garba Shehu was no longer loyal to her husband, adding that the presidential aide had shifted his loyalty to a close relative of Buhari, Mamman Daura, who she accused of issuing a presidential directive behind the President.

Aisha had alleged that Daura was issuing directives to Garba Shehu, not to recognize her office.

Amid reports that President Muhammadu Buhari will announce his new Chief of Staff later today(Wednesday), Kanu said that Aisha has already chased Shehu out of the Presidential Villa and this now compels him to wear visitor’s tag.

COVID-19: Don’t Delay Food Trucks – Presidency Warns Security Operatives. [Nigeria]

The presidency has warned security operatives against disturbing and delaying trucks conveying foods from one state to another as they enforce President Muhammadu Buhari’s lockdown directive.

Mr Buhari last night while delivering his nationwide speech said while the government will ease the lockdown in Lagos, Ogun and Federal Capital Territory (FCT) Abuja but inter-state movement is banned for non-essential product.

Garba Shehu, presidential spokesperson, however, made clarification and warning to security operatives in a statement on Tuesday evening. He said security operatives should desist from delaying food trucks at checkpoints around the country.

Mr Shehu said curfew at different states should not prevent foods from crossing state borders as they are also essential commodities.

NobleReporters gathered that many foodstuffs have been left to rot at checkpoints due to refusal of security operatives to allow them to reach their destinations while millions of Nigeria remain hungry amidst Coronavirus lockdown.

Mr Shehu said other items that should be allowed to different states include: pharmaceutical and sanitary supplies, personal care items, agrochemicals and agricultural machinery, electrical products and electronics, oil and gas, courier services, health supplies and protective garments.

He, however, disclosed that the vehicles must not convey any commercial passengers.

“The drivers must have basic protective and sanitary items, including face masks, hand sanitisers, and tissue paper to and from their destinations. Once these conditions are satisfied, they must be allowed to travel freely to and from any part of Nigeria.” he stated.

Why we were banned from entering Aso Rock – Garba Shehu.


Mr Garba Shehu has reacted to certain reports making the rounds regarding some persons in the Presidency being barred from entering the Aso Rock Villa.

Following the circumstances surrounding the death of Abba Kyari, some persons who attended the burial of the late chief of staff were asked to distance themselves from Aso Rock.

Shedding light on the situation, Mr Garba Shehu stated that there is nothing special about people being barred from entering the villa after attending Abba Kyari’s funeral.

The senior special assistant on media and publicity to the president, said on Sunday that the only reason some top government officials were denied access to the presidential villa after they attended the burial was in line with guidelines put in place by the Nigeria Centre for Disease Control (NCDC).

According to a series of tweets on Sunday, Mr Shehu said the action was part of regulations put in place to curb the spread of COVID-19.

“There is nothing extraordinary about those of us who attend Abba Kyari’s funeral being advised to distance ourselves from the Villa.

“This is in line with the standard rules put in place by the National Center for Disease Control, @NCDCgov and the Federal Ministry of Health. You do these things to stop the spread of #Coronavirus.

“For the most part, the Villa has operated digitally in the last few weeks so there is really nothing new to this,” Garba Shehu stated.

Mr Abba Kyari, the late chief of staff to President Muhammadu Buhari, died of complications from COVID-19 on Friday.

He was buried on Saturday at Gudu Cemetry in Abuja according to Islamic rites.

PDP is the biggest obstruction to good governance – Presidential aide


The Presidency has described the People’s Democratic Party (PDP) as the single biggest obstacle to good governance and change that the country needs and the people are yearning for.

Senior Special Assistant to the President (Media and Publicity), Garba Shehu, said Nigerians must be surprised seeing the country’s main opposition assuming the role of spokesmen for President Muhammadu Buhari, even as it grapples with troubling questions about its terminal decline and future in national politics.

The statement read: “What business do they have talking about alleged love lost between President Buhari and the APC? What do they know? Who sent them?


“Today, the PDP represents the single biggest obstacle to good governance and change that the country needs and the people are yearning for.

“Both self-respect and sound political judgement demand that the Party takes an introspective look at itself after two successive defeats in national elections, asking what went wrong and how to fix its battered image.


“They need to go back to the people, in towns and villages, to know what the people want and what the country needs. Instead of doing that, they are taking roles for themselves that are not mandated by law, morality or political gamesmanship.

“What business do they have issuing a statement on the love or the lack of it between the president and his party? This is not why they lost elections. The party needs a reboot that aligns with current national mood and aspirations, to focus on their grim future after two successive defeats. It is the issue they need to focus on if they are to be taken as a serious opposition party again.

Why Buhari have not collapsed since 2015 – Garba Shehu.


Mr Garba Shehu has shared his thoughts on the 2015 Presidential election in which President Muhammadu Buhari of the All Progressives Congress (APC), unseated Dr. Goodluck Jonathan of the People’s Democratic Party.

Appearing on a special end of the year programme ‘2019 End Of A Decade’ on Channels Television, the Senior Special Assistant to the President on Media and Publicity said he believed democracy would have ended if Chairman of the Independent National Electoral Commission (INEC), Professor Attahiru Jega had caved in to the pressure of denying President Buhari victory.


He said;

“We thank God for Jega and the civil society activism at that time because if Jega had caved in, this democracy would have collapsed at that time.

“So, it is an interesting time that we had lived through and then, it tells a story of the resilience of our democracy and that we shouldn’t just toy with it. It didn’t come cheap, it didn’t come easy.”


Commenting on APC’s expection of Jega before the announcement of results, Shehu said the party officials monitored the election exercise closely. He also alleged that there were moves by the ruling party at that time to seize power.

He said;

“For us in the situation room at that time, it was an attempt to grab power or to hold on to power by regime elements or beneficiaries of the system who saw defeat staring them in the face.

3 culpable directors suspended, 5000 ghost workers uncovered.


Three directors and five officials of Zamfara state ministry of finance have been suspended over an alleged appointment racketeering.

The officials were suspended after 5,000 ghost workers receiving a salary amounting to N216 million were uncovered by the state’s government. One of the suspended workers who allegedly aided the appointment racketeering, was reportedly receiving thrice the salary a medical doctor gets at the end of the month.

The state’s commissioner for finance, Rabiu Garba who confirmed the suspension said the culpable officials includes Director, Finance Hospital Management Board; Director Salary, State Ministry of Finance; and his deputy including five other officials in the ministry. He also revealed that the suspended government workers will be prosecuted if found guilty.

He said;

“This is a serious crime at Zamfara civil service affecting the implementation of new minimum wage. There are some workers that are receiving only N7000 because the wage bill almost tallies with monthly allocation and the internally generated revenue (IGR) is declining.

“In the next two weeks the public would know the outcome of the investigation, we would name all the officials involved and the banks that are aiding them in committing the fraud. We would submit the banks’ names to the Central Bank of Nigeria for further disciplinary action.”

Sowore, Dansuki’s Further Detention Despite Court Order, Lawful – Presidency Insist.

The Presidency has insisted that the Federal Government’s decision to hold Colonel Sambo Dasuki (rtd) and Mr Omoyele Sowore did not go against the laws of the land.

Dasuki, a former National Security Adviser (NSA), spent more than four years in the custody of the Department of State Services (DSS) while Sowore, the convener of #RevolutionNow protests, was held for almost five months.


Defending the position of the government on the prolonged detention of the duo, a presidential spokesman, Mr Garba Shehu, stressed that the government has always obeyed the orders of the court.

He, however, clarified that Dasuki and Sowore remained in detention on the advice of the Minister of Justice and Attorney General of the Federation (AGF), Mr Abubakar Malami

A Right To Appeal
“The Attorney General of the Federation who is the chief law officer, as far as the government is concerned, has convinced everyone and the government inclusive that there is a basis for their continued detention because the individual right must not undermine the collective right,” the President’s media aide told Channels Television on Wednesday in an interview on Politics Today.

He added, “The Attorney General of the Federation has explained the position of the government. If you like call it a new leaf, if you like accept the fact that the government has a renewed determination to show the example of how the court should be treated even when you are feeling aggrieved.


“In this particular case, the government has its own right as to how and why the bail was given, and an intention to appeal.”

“However, the government is saying, ‘let us do this to show respect for the court of the land so that all of this thing about the lack of respect for due process will just give us a chance and leave the table for now,” Shehu stressed.

Dasuki was arrested in December 2015 over allegations of diverting $2.1billion arms funds while Sowore was charged along with his co-defendant, Olawale Bakare, with counts of treasonable felony and money laundering among others.


The defendants have since pleaded not guilty and were granted bail by various courts.

A Sudden U-Turn
Following widespread outrage over the continued detention of the former NSA and the #RevolutionNow protests convener, the AGF ordered the DSS to release the duo on Christmas eve.


But President Muhammadu Buhari’s spokesman argued that the sudden U-turn by the government has nothing to do with pressure from any individual or group.

According to him, the AGF made it clear over time that there is a major principle of the law which says that the rights of a majority and that of a community under threat override the rights of an individual.


Shehu added that the minister took the case to a conference of the Nigerian Bar Association (NBA), adding that it was underscored by a major decision of the Supreme Court.

He stressed that it was a major principle to sacrifice the freedom of an individual for that of a larger community when the need arises, pointing out the case of Dasuki and Sowore.

No Compromise
The presidential aide, however, said there was a need for those granted bail not to misinterpret their release as an acquittal but abide with the terms upon with the bail was granted.


“The government is not compromising anything but the government wants to set an example of the obedience of the law even when it disagrees with what the court says it should do,” the President’s aide clarified, adding, “The government has a position on the non-release founded in the laws of the country.”

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu has once again defended the alleged cabal in President Buhari’s administration.

Garba Shehu who appeared on Channels Television’s Politics Today on December 25, debunked claims of the cabal influencing key decisions in President Buhari’s government. He insisted that the cabal in the presidency are not hungry individuals and do not deserve the criticism they get from Nigerians.


He also recalled how Nigerians believed former Presidents Umaru Yar’adua and Goodluck Jonathan’s cabinets were influenced by cabals.

Garba Shehu said;

“A lot of people who are being dragged into this cabal thing, they are respectable Nigerians who have achieved a lot for themselves and for the nation. They are not there as hungry people who are there to grab things for themselves.”


The Presidential spokesperson who refused to join words with first lady Aisha Buhari over claims of her husband being a willing tool to members of the cabal which allegedly include a relative of the president, Mamman Daura; an associate of the president, Isa Funtua; and the Chief of Staff to the president, Abba Kyari, he however dispelled rumours of the cabal members having a sinister motive.

Garba Shehu maintained that it is a privilege to be appointed into the President’s cabinet and also warned Nigerians against attaching the ‘cabal’ tag to certain individuals simply because they offered to serve the nation by being close to the President.



He said;

“Nigerians have formed the practice by labelling people that are in some advisable positions of the President as a cabal.

“People (cabals) should not be labelled negatively simply because they have offered themselves to support the President of this country.”

Buhari’s plan to contest for a third term collapse in September – Falana.

Human rights lawyer, Femi Falana has fired back at Presidential Spokesperson Garba Shehu over allegation of spreading fake news with his claim of an agenda to give President Buhari a third term in office.

The Senior Advocate of Nigeria in a statement released on Wednesday December 25, said the third term agenda for Buhari kicked off in September.

Femi Falana who alleged that the Buhari administration has intensified its campaign for the emasculation of the opposition and constriction of the democratic space, added that he is being attacked by the Presidency for challenging the support groups and APC leaders that are behind the third term campaign.

The statement reads;

“The third term agenda for President Muhammadu Buhari kicked off on September 21, 2019 under the auspices of “Movement For the Approval Of Buhari Third Term.

“The members of the group who launched the campaign in Abuja were not harassed by the Police or the State Security Service. The Presidency did not deem it fit to disown or dissociate itself from the campaign.

“However, following the popular rejection of the campaign, the Presidency issued a statement on October 2, 2019 to “correct internet-based gossip and un-informed media commentary regarding presidential term limits, given credence by so-called support groups, staging street demonstrations asking President Muhammadu Buhari to do a third term.

“Notwithstanding the official denial of the third term agenda, the Buhari regime has since intensified its campaign for the emasculation of the opposition and constriction of the democratic space.

“This has been manifested in the subversion of the rule of law through disobedience of court orders, sponsoring of anti media bills and reckless arrest, detention and prosecution of the perceived enemies of the federal government. Peaceful meetings and rallies against unpopular policies of the government are violently suppressed while crowds are rented to attack groups and citizens who challenge authoritarian rule in the land.

“The Presidency has decided to attack me for challenging the support groups and APC leaders that are behind the third term campaign. Even though the campaigners are well known to the security agencies they have not being attacked by the Presidency.”

Garba Shehu, the Senior Special Assistant to President Buhari on Media and Publicity, has denied media reports that Omoyele Sowore, the owner of Sahara Reporters and convener of Revolution Now protest, was detained by the Federal government because he is a journalist.

In a post shared on his Facebook page this afternoon, Shehu said Sowore was detained because he called for a revolution against a democratically elected government.

Garba in his post stated that the Buhari government has since its inception in 2015, not arrested or detained a journalist nor seized copies of newspapers nor shut down a medium of information. Read his post below

The Presidency wishes to clarify the release on bail, of the Presidential Candidate of the African Action Congress in the February 2019 elections, Omoyele Sowore.

Some international news outlets have mistakenly been describing his release as that of a journalist.

For the avoidance of doubt, the Buhari administration has never, since coming into office in 2015, detained a journalist, seized copies of newspapers or shut down a medium of information.

Sowore called for a revolution to overthrow the democratically elected government of Nigeria. He did so on television, and from a privileged position as the owner of a widely read digital newspaper run from the United States of America.

He founded an organisation, Revolution Now, to launch, in their own words, “Days of Rage”, with the publicised purpose of fomenting mass civil unrest and the elected administration’s overthrow. No government will allow anybody to openly call for destabilization in the country and do nothing.

The government believes strictly in observing the rule of law but must safeguard public security and will not allow trouble makers to incite the public and cause a breakdown of law and order.

…Insists plan to regulate social media not political

A media aide in the Presidency says that President Muhammadu having advisers around him is not unique to his administration, arguing that every President has a “cabal” of such advisers.

Speaking at the Annual General Meeting (AGM) of the All Progressives Congress (APC) Press Corps at the weekend, the Senior Special Assistant on Media and Publicity to President Buhari, Mallam Garba Shehu, said a lot of the people labelled as being part of a “cabal” in the Presidency’s “are successful people who are making extreme sacrifices to even be coming to serve government.

“Every President must have people who advise him. It is not a sin, it is not an offence to have people that you take into confidence,” Shehu said.

“What is the meaning of cabal? I just googled Thesaurus and among many other definitions, what they are saying is that cabal means “conspire, intrigues, mystique, occult, secret”. There is no government in this country that we have had that some people were not accused of being a cabal in that government, and it is because every administration, every President must have a secretariat.

“Elsewhere, they call it ‘Kitchen Cabinet’, but in our own country we are being derogatory and we term them the cabal so that it will tarnish their own good standing.

“In fact, for some of our elites, Buhari is a bad man because you cannot go to him and say give me oil well and he will sign paper and give you.

“So, we understand the game that is playing out and there is always a price, in any case, to pay for that kind of exposure. Even the President himself, the kind of things that are being said of him, if he did not offer himself to serve, some of those things, people would not even have the chance to say them against him. So, we will live with it, we will accept it because it goes with the territory,” he noted.

On the controversy about the plan to regulate social media, the President’s spokesman ruled out a political undertone, explained that “Social media has become a problem for many families because rights of women and children are being abused.

“There is a need to protect vulnerable members of the society. There is a need to protect minorities, whether tribal or religious, in our own country.

“So, it makes sense that you as media stakeholders come around the Minister of Information and Culture and formulate the kind of regulation you want so that it is not that there is top-bottom approach, so that government will not be accused of imposing a regulatory mechanism on the media.

“The Minister is saying come, sit down with me and let us talk about it. And I was told that the day he called on NUJ, they walked out on him. If that the report is true, I think it is very unfortunate. I think we need to come around him and offer media driven solutions so that at the end of it this, the country will have a vibrant and effective social media communication system.

“…It is the one that does not drive children to addiction and that also protects consumers of media content from harmful invasion either of our privacy of addiction for children of commercialism that are profit driven and are taking advantage of our own exposure to a mass communication system.

“I think I will be like to appeal that please give serious consideration to some of these elements and see how the media in the country can work together with government to find communication solutions to a purely communication problem.

“It is not political, the government has no reason to undermine or weaken the mass media… In a country where the mass media are being suppressed, where there is no freedom of expression and information, you find out that the media space tends to decline, it becomes smaller, media houses close down; but the Irony of what is happening in the country is that, while some civil society groups are crying here that freedom of expression is being threatened, we know why they were shouting because they are looking for donors abroad who will send in US dollars for the protection of Hate Speech. That basically it is a selfish thing,” he noted.
