$12.2M bribe: Former CDB chairman pleads guilty

Advertisements

A former top banker in China pleaded guilty Thursday to illegally receiving over $12 million after being caught last year in President Xi Jinping’s sweeping campaign against corruption.

Hu Huaibang, former party secretary and chairman of the China Development Bank, had taken advantage of his positions to illegally receive money and goods worth a total of 85.5 million yuan ($12.2 million) between 2009 and 2019, heard a court in northern Chengde city.

The accusations included using his status — and staff in other countries — to help obtain and increase bank credit lines, set up an auto finance company, and assist with job promotions, reported the state-run People’s Daily.

Advertisements

Hu pleaded guilty at the hearing attended by more than 30 people including national, provincial and municipal people’s congress representatives, the report added.

He will be sentenced at a later date.

More than one million officials have been punished in Xi’s crackdown on corruption, though critics say it has also served as a way for him to purge political rivals.

Hu had worked his way up China’s financial sector, moving between regulatory positions and state-owned companies before landing the top job at the Bank of Communications.

Hu Huaibang, former chairman of China Development Bank, is currently under probe, according to China’s top anti-graft authority. AFP

In 2013 he became chairman of China Development Bank and held the position until September 2018.

But his connection to fallen Chinese oil tycoon Ye Jianming, chairman of CEFC China Energy, appeared to have landed him in trouble.

In Hu’s roles at the Bank of Communications and the CDB, he allegedly helped CEFC secure billions in credit lines for its overseas deals.

Chinese Doctors: You owe Nigerians apology over ‘Misinformation’ – ADC tells FG

The African Democratic Congress (ADC) Sunday asked the Minister of Health, Dr. Osagie Ehanire, to apologize to Nigerians for “misinforming” them on the mission of the 15-member Chinese medical team which arrived in the country last month.

The ADC National Publicity Secretary, Yemi Kolapo, who made the call in a statement in Lagos, said the party was at the forefront of calls for support for the Federal Government because of its conviction that politicising the COVID-19 pandemic would neither benefit citizens nor the economy.

The minister had informed Nigerians that the Chinese medical personnel are not guests of the federal government but that of Chinese Civil Engineering and Construction Company (CCECC).

Advertisements

Kolapo said: “Ehanire has failed to address the real issues raised by concerned Nigerians on the whereabouts of a 15-member Chinese medical team.

“The minister’s explanation that the 15 Chinese men were guests of the Chinese Civil Engineering Construction Company (CCECC) and not of the Nigerian government could not close the ‘untidy’ case.

“In a matter that had been followed by the entire world, a simple apology will reassure Nigerians that we are not being taken for fools.

“Not apologising for this needless messy situation would send a wrong signal to the world on the manner of governance in Nigeria.”

US seeking another ‘cold war’ – Chinese FM blames

Chinese State Councilor and Foreign Minister Wang Yi attends a press conference of the third session of the 13th National People’s Congress (NPC) at the Great Hall of the People via video link on May 24, 2020 in Beijing, China. Du Yang–China News Service/Getty Images

The U.S. should give up its “wishful thinking” of changing China, Foreign Minister Wang Yi said, warning that some in America were pushing relations to a “new Cold War.”

“China has no intention to change the U.S., nor to replace the U.S. It is also wishful thinking for the U.S. to change China,” Wang said Sunday during his annual news briefing on the sidelines of National People’s Congress meetings in Beijing. He also criticized the U.S. for slowing its nuclear negotiations with North Korea and warned it not to cross Beijing’s “red line” on Taiwan.

The U.S.-China relationship has worsened dramatically in the past few months as America became one of the countries worst hit by the coronavirus pandemic, which was first discovered in the Chinese city of Wuhan. The world’s two biggest economies have clashed on a range of issues from trade to human rights, with Beijing’s latest move to tighten its grip on Hong Kong setting up another showdown between U.S. President Donald Trump and China’s Xi Jinping.

“Some U.S. political forces are taking hostage of China-U.S. relations, attempting to push the ties to the brink of so-called ‘new Cold War,’” Wang said. “This is dangerous and will endanger global peace.”

Advertisements

Wang cautioned the U.S. “not to challenge China’s red line” on Taiwan, after Secretary of State Michael Pompeo broke with tradition last week and congratulated the island’s President Tsai Ing-wen on her second-term inauguration. Beijing considers Taiwan a province.

“Reunification between the two sides of the Strait is an inevitable trend of history, no one and no force can stop it,” Wang said. China’s defense ministry blasted a U.S. plan to sell torpedoes to Taiwan.

And he blamed Washington for the stall in historic negotiations between the U.S. and North Korea, saying China hoped to see continued interaction between the two sides. The comments came after North Korean leader Kim Jong Un — who has faced questions about his health — made his first public statement in three weeks, ordering military leaders to increase the country’s “nuclear war deterrence.”

Advertisements

“We have seen some positive steps taken by the DPRK in the last few years towards de-escalation and denuclearization,” Wang said. “Regrettably, these steps have not been reciprocated in a substantive way by the U.S. side. This is the main reason for the ongoing stalemate in the DPRK-U.S. dialogue.”

Hong Kong
Tensions spiked last week after China announced the NPC would write sweeping legislation into Hong Kong law to criminalize the harshest criticism of China and the ruling party. The move drew swift condemnation from pro-democracy activists in Hong Kong, who defied virus-related social-distancing measures and rallied in the city center even as Wang spoke.

Pompeo called the measure a “disastrous proposal” and indicated that it could lead the U.S. to reconsider Hong Kong’s special trade status.

Advertisements

Wang on Sunday repeated China’s stance that Hong Kong affairs were an internal matter and said the principle of non-interference must be upheld by all countries. He didn’t directly address potential U.S. retaliation over the legislation.

He also argued that the coronavirus pandemic showed how the world was a “global village” and needed to work together, while repeatedly rejecting foreign criticism of China’s internal affairs.

U.S. Bills
U.S. lawmakers have advanced several pieces of legislation targeting China in recent weeks with bipartisan support amid mounting calls for Beijing to be punished for its alleged failure to disclose information early on about the spread of Covid-19. The virus has cost almost 100,000 American lives and tens of millions of jobs.

Advertisements

Xi said Saturday he won’t let China return to its days as a planned economy, pushing back against U.S. criticism that the nation has failed to deliver on promised reforms.

“We’ve come to the understanding that we should not ignore the blindness of the market, nor should we return to the old path of a planned economy,” he told political advisers gathered in Beijing, the official Xinhua news agency said.

Update: Chinese doctors are safe, they are here – FG open up.

The Minister of Interior, Rauf Aregbesola, said on Tuesday the 15-member Chinese medical team came into Nigeria on the bill of the Chinese Civil Engineering and Construction Company (CCECC).

The minister, who disclosed this at the Presidential Task Force on COVID-19 media briefing in Abuja, said members of the Chinese medical team were still in the country.

The Managing Director of the CCECC Nigeria Limited, Mr. Michael Yigao, had said on Monday the Chinese medical experts are in the company’s care.

He also said the medical team is in Nigeria to share their expertise with their Nigerian counterparts.

And speaking on the issue on Tuesday, Aregbesola said: “Indeed, 15 Chinese nationals came into Nigeria on April 8, 2020 and from everything we have heard and said, they are here on the bill of CCECC, a Chinese company working in Nigeria, doing some work for us in several places. The CCECC in conjunction with some Nigerian companies agree to support us in the effort to respond to the pandemic. At Idu in Abuja, they participated in retrofitting and equipping the isolation there.

“They equally worked on the Dome project that was handled by the NNPC consortium in conjunction with Thisday. So, those were the locations in which they came to work.“They helped in retrofitting the two facilities and installing critical, essential and sensitive medical equipment. They came in 15 of them, on April 8.

“They came on a 30-day visa issued in Beijing. They are still here. I do not need to tell you why they are still here. They are still here not because they have not completed their job but because there is a restriction on travels in Nigeria occasioned by the protocol of COVID-19.

Reps tackle health minister on Chinese doctors’ disappearance.

Lawmakers at the House of Representatives have questioned the Minister of Health, Dr Osagie Ehanire, demanding full details of the activities and whereabouts of the Chinese doctors.

The lawmakers at their plenary on Tuesday said they are not satisfied with the statement of the Minister that the Chinese doctors are not guests of the Federal Ministry of Health but that of a Chinese firm in Abuja.

The resolution of the House stems from a motion of urgent public importance raised by Representative Dachung Bagos.

The House, in a separate motion, also resolved to investigate the status of medical and pharmaceutical research in the fight against COVID-19 in Nigeria.

They expressed worry that Nigerian scientists and researchers have not been given the necessary support and funding for medical research.

The Minister of Health las week Thursday told reporters not to question him over the whereabouts of Chinese medical experts who came into Nigeria to support the fight against COVID-19.

Ehanire, while responding to questions at the daily Presidential Task Force on COVID-19 briefing said the medical personnel “are not guests of the Federal Government but CCECC, a construction company.”

COVID-19: PDP give Buhari govt 2 days ultimatum to find missing Chinese doctors. [Nigeria]

The main opposition, Peoples Democratic Party, PDP, has given the President Muhammadu Buhari government “a 48-hour ultimatum to declare the whereabouts of the medical team from China who were brought in purportedly to assist the nation in its fight against the spread of the COVID-19.”

In a statement shared on its Twitter handle on Saturday night, the main Party was reacting to a declaration by the Minister of Health, Dr. Osagie Ehanire, that he cannot account for the whereabouts of the Chinese team.

“More so, the minister’s statement had heightened apprehensions in the public space that the Chinese team, whose identity and activities have been shrouded in secrecy, might have been brought in by a certain cabal for another purpose outside the general public good,” the PDP said.

COVID-19: FFK question where about, mission of Chinese doctors. [Nigeria]

The PDP said it was suspicious, creepy and weird that Dr. Ehanire, who oversees health matters in the country and had repeatedly assured that the Chinese were brought to render medical services and trainings; “and even went personally to receive them at the Nnamdi Azikiwe International Airport, Abuja on April 8, 2020, in an elaborately publicized event, can no longer account for the team.”

The party said it was worried that the Buhari government was not telling Nigerians the truth, and is “playing politics with the lives of our citizens and health safety of our nation.”

Advertisements

The main opposition said it holds that the government’s inability to account for the Chinese team amounts to direct betrayal of public trust, “which has heightened fears of conspiracies by certain unpatriotic interests in the APC and its administration to compromise the health architecture of our nation and expose our citizens to danger.”

COVID-19: FG confirm all Chinese doctors missing. [Nigeria]

“Nigerians can recall how the Federal Government had failed to respond to demands by our party and other well-meaning Nigerians for the particulars of the members of the team, their medical status, scope of operation, detailed itinerary within our country as well as the safety of the equipment they brought into our nation.

“Our party had expressed worry over scary reports of escalation of the scourge in certain countries reportedly after the arrival of Chinese medical personnel in those countries and insisted that the @OfficialAPCNg administration should be held responsible should there be any sudden upsurge in COVID-19 infection and deaths in our country, with the arrival of the said Chinese medical team,” the party said.

Advertisements

The party noted that before the arrival of the medical team from Asia, Nigeria’s nation’s coronavirus data stood at 254 confirmed cases with 44 successfully treated by Nigerian doctors and 6 deaths but had skyrocketed to 5,450 cases and 171 deaths as of today.

The PDP said it was insisting that the Presidential Task Force on COVID-19 led by the Secretary to the Government of the Federation, Boss Mustapha “should immediately come out with the truth and provide explanations on the whereabouts of the team in the next 48 hours so as to douse the tension in the country.”

COVID-19: FFK question where about, mission of Chinese doctors. [Nigeria]

Former Aviation Minister, Femi Fani-Kayode has raised questions about the whereabouts of the Chinese medical team brought to the country to help the Nigerian authorities to tackle the COVID-19 pandemic.

The chieftain of the Peoples Democratic Party (PDP) in a post on his official Twitter page on Saturday also asked if it was true that they (Chinese doctors) are spreading and infecting Nigerians with COVID-19 and are testing new vaccines on citizens.

Fani-Kayode while asking questions about their mission and whereabouts wrote thus on Twitter, “Where are the 15 Chinese doctors? What is their mission? Who invited them?

“Is it true that they are spreading and infecting our people with Covid-19 and testing new vaccines on us?

“Are we Guinea pigs? Why did the Minister of Health tell us to stop asking questions about the Chinese?”

His comments came after the Peoples Democratic Party (PDP) Saturday gave the Federal Government a 48-hour ultimatum to declare the whereabouts of the Chinese medical team.

The party in a statement issued by its National Publicity Secretary, Kola Ologbondiyan, said the minister’s statement had heightened apprehensions in the public space that the Chinese team, whose identity and activities had been shrouded in secrecy, might have been brought in by a certain cabal for another purpose outside the general public good.

COVID-19: FG confirm all Chinese doctors missing. [Nigeria]

The Federal Government of Nigeria has said that the whereabouts of the Chinese doctors and technicians who came into the country to offer assistance to Nigeria in the fight against the Coronavirus, is unknown.

Speaking at the daily briefing of the PTF in Abuja on Thursday, the Minister of Health, Dr Osagie Ehanire, wondered why there was so much interest in knowing their whereabouts and he told journalists not to ask him the question again.

Ehanire said: “I want to explain first of all that I think not all of them were doctors and I heard that some of them are technicians, but they are staff of CCECC, the Ministry of health is not their host, so we can’t always explain what happened to them or where they are.

Advertisements

There seems to be a lot of interests in these doctors but they are the staff of a company and I think they are on the company visa. So I will be very happy if you don’t ask me about where they are because they are not really our guests in that sense.

But we have been able to learn some things from them by interacting with them from their experience in their country, we shared ideas about what they did in their country in managing Covid -19.”

Reps alleges officials sign chinese loan documents. [Nigeria]

A member representing Ethiope Federal Constituency in Delta State at the House of Representatives, Ben Ibakpa, yesterday alleged that some Nigerian officials signed loan documents from China in written Chinese language.

The lawmaker made the claims when he appeared on Channels Television’s Sunrise Daily programme.

He further claimed that Nigeria’s legislative arm is not carried along when the country takes loans from China.

The Delta-born politician said, “The national assembly was kept in the dark in all these loans.

“The National Assembly is not part of it. Even the Bureau for Public Procurement is not aware of these loans.

“These loans are collected via the China Civil Engineering Construction Corporation (CCECC). They bring a bill, the Federal executive approves the bill.”

He claimed that “from what we have seen from other countries, the Chinese loans are overpriced and these people are very corrupt.”

Ibakpa pointed out that some Nigerian officials do not look into loan documents critically before signing, adding that “Some of these agreements that are signed, they come in Chinese language.”

6 Chinese Nationals in Uganda jailed. (Reason)

A Ugandan court in Kampala has convicted six Chinese nationals for escaping from a hotel in the country’s capital where they had been quarantined over the deadly Coronavirus.

According to a source, the group last month escaped from a hotel in Kibuli and were later arrested together with their Ugandan driver and his wife in Zombo district on their way to the Democratic Republic of Congo.

The Chinese nationals, Mr. Huang Haiguiang, Mr. Li Chaochyan, Mr. Lin Xiaofang, Mr. Qin Shening, Mr. Liang Xinging, and Mr. Huang Wei on Tuesday, April 21 appeared before Chief Magistrate Ruth Nabaasa before they pleaded guilty of disobeying lawful orders, an act likely to spread infection of disease contrary to Section 171 of the Penal Code Act before Nakawa Chief Ruth Nabaasa.

Prosecution led by Ms. Annette Namatovu states that on the 19th day of March 2020 at Kibuli Hotel Africa in Kampala that six Chinese nationals unlawfully or negligently escaped from self quarantined at the said hotel without completing their fourteen mandatory days against COVID-19 to Zombo district.

According to the court records, the six Chinese arrived at Entebbe international airport aboard Ethiopian Airlines on March 10, 2020, and had been subjected to 14 days of self-quarantine at Kibuli Hotel Africa but decided to defy the orders of the Ministry of Health.

The group’s Ugandan driver, Abdu Matovu, 35 and his wife, Swabu Nassuuna, 27 denied the charges.

The magistrate remanded the Chinese nationals until May 4 when they will appear for sentencing.

Petty businesses sue China for $8trn

A group of small businesses in the US have come together to sue China for 8 trillion dollars.

The small business group including Cardiff Prestige Property, Little Saigon Chamber of Commerce, First Premier X and others in California have filed a lawsuit against the People’s Republic of China, the City of Wuhan and that country’s Health Commission.

NobleReporters report, According to the document, obtained by media, the group claims the Chinese government knew as early as mid-November that they were dealing with a “new” and potentially deadly virus, but covered up the severity of the illness.

The lawsuit, which this coalition is aiming to make a class-action by inviting similarly affected businesses across the U.S. also alleges that it’s possible a bio-weapons lab near Wuhan could be responsible for the infected bat that ended up in a wet market ultimately starting the pandemic.

The suit claims China was well aware of the pandemic earlier than February, and should have given a heads up to the World Health Organization and neighboring nations, but failed to do so.

As a result, this group of businesses says China has cost entrepreneurs dearly and they are asking for a whopping $8 trillion in damages they say they and other small businesses have suffered due to government-ordered closures.

Since the virus broke out from China, over one million people have been infected with thousands of deaths recorded globally.

Chinese City, Wuhan, which is the center of the pandemic, recently lifted its ban after 72 days even as cases continue to spike up around the world.

Nigerian Govt reveal total amount spent to convey Chinese doctors, equipment to Nigeria.

The Ambassador of China to Nigeria, Zhou Pingjian, said the Chinese experts who arrived Nigeria late Wednesday, came to reciprocate the gestures demonstrated by Nigeria during China’s trying times in fighting Coronavirus.

Speaking with newsmen after the arrival of the team along with more medical equipment, the Ambassador acknowledged that the Nigerian government had shown China great solidarity when it struggled with the Coronavirus pandemic. NobleReporters reports

He said the support coming from the Chinese government and its companies in Nigeria was China’s way of reciprocating.

He noted that so far, it had cost China’s construction company, CCECC, about two million dollars to bring in the experts and the medical equipment.

The ambassador said that he could not understand the rationale behind the attitude of some Nigerians who were against the coming of the experts.

“I am struggling to understand the logic; for us, at the most difficult stage of our fight, we received support from Nigeria, it is time for us to reciprocate the friendship and the kindness.

“This is the first time I met the Minister of Health, Dr Osagie Ehanire, since early February and I appreciate the strong support for us from him and the government.

“For the government and Chinese businesses, what we are trying to do is to address the concerns of our dear friends.

“According to the information the CCECCE gave to me, the value of the equipment and medical supplies is around $1.5 million and including the other costs like the flight it is around $2 million,” he said.

He disclosed that the experts were originally billed to stay for one month but noted that the mandatory quarantine may also determine how long they will stay.

The ambassador said the major secret which worked for China, especially in Wuhan the epicentre of the virus, was the lockdown and the success in breaking the chain of transmission.

“The lockdown in Wuhan lasted 76 days, since January Wuhan had been in lockdown, today has been the very first day that the lockdown has been lifted.

“One key measure for us to fight the Covid-19 is to try every means to break the chain of transmission,” he added.

COVID-19: Rush hour as Chinese woman vomit in Lagos immigration office.

There was pandemonium on Friday afternoon at the Immigration office, Alagbon Close, Lagos, as a Chinese woman fell down and started vomiting.

Passport seekers, immigration officers, visitors, including policemen and military personnel took to their heels on sighting the woman.

Many people were injured while some lost their documents as they scampered for safety.

An Immigration officer who spoke on the condition of anonymity said it was as if death had visited the place as workers and visitors fled for their lives.

“The lady came to the operations department for some visa issues; she wore a mask. She came on Thursday but she could not finish what she came to do. She repeated her visit today (Friday), but this time around she did not mask her face. As she was being attended to she started feeling dizzy, fell down and started coughing and vomiting.

“My brother, everybody took to their heels,’’ he declared.

Continuing, he said: “The worst of it all was that her relations wanted to take her away, but our officers prevented them. We were able to kit ourselves and took her to a room. But those who were not courageous enough hurriedly closed for the day while people who came for one transaction or the other abandoned whatever they came to do. The worst thing is that we have been calling health emergency numbers and they have been promising that they were coming but we are yet to see them. But we are keeping vigil until they come. We won’t let her go.”

While adding that the woman kept insisting that nothing was wrong with her, the officer said she would not be allowed to go until health officers carried out comprehensive check on her.

‘’We are not saying that she has any virus, but because of the symptoms she was exhibiting, we won’t let her go till medical experts examine her. Yes, we are handing her over to the appropriate office and not to her embassy,” he declared.

A visitor to the Immigration office John Madu who witnessed the drama said: “I only came to make inquiry when I saw people running helter skeletal and I joined in the race. I was later told that a Chinese woman fell down and started vomiting. My fear is that they said she was also there the previous day.

“If she tests positive to the virus, how will the government locate those that she would have had contacts with? We are lucky because people were not as many as they used to be in the office because of the travels ban to certain countries. Before now, people used to visit the place in their hundreds, but they were not up 100 people at the scene on the occasion.”

As at 5 pm, emergency health workers being expected were yet to arrive the Immigration office while heavily armed Immigration officers were keeping her under close surveillance.

COVID-19: China govt feud after U.S calls coronavirus ‘Chinese Virus’.

says, US military may have brought the pandemic to Wuhan

A spat between the US and China over the novel coronavirus escalated on Tuesday as President Donald Trump angered Beijing by referring to the pathogen as the “Chinese Virus.”

The two countries have sparred over the origin of the virus for days, with a Chinese official promoting conspiracy theories claiming it was brought to China by the US army and American officials using terms seen as stigmatising a nation.

“The United States will be powerfully supporting those industries, like Airlines and others, that are particularly affected by the Chinese Virus,” Trump tweeted Monday night.

He doubled down on the comment on Tuesday morning while Tweeting about how US states were being affected, saying: “Some are being hit hard by the Chinese Virus, some are being hit practically not at all.”

Trump’s allies had previously referred to the pandemic as the “Chinese coronavirus”, but Beijing said on Tuesday it was “strongly indignant” over the phrase, which it called “a kind of stigmatisation”.

The United States should “immediately stop its unjustified accusations against China,” foreign ministry spokesman Geng Shuang told reporters.

A commentary by the official Xinhua news agency said using “racist and xenophobic names to cast blame for the outbreak on other countries can only reveal politicians’ irresponsibility and incompetence which will intensify virus fears”.

The war of words reignited diplomatic tensions between the two countries, which have tussled over trade and other disputes since Trump took office.

Trump’s comments were also criticised inside the US, with warnings it could incite a backlash against the Asian-American community.

“Our Asian-American communities — people YOU serve — are already suffering. They don’t need you fueling more bigotry,” tweeted New York City mayor Bill de Blasio, whose state is one of the hardest-hit by the virus in the US.

The World Health Organization said more cases and deaths had been reported in the rest of the world than in China.

The new coronavirus virus was first detected late last year, with China’s own health officials initially saying its source was a live animal market in the central city of Wuhan, whose government had initially tried to cover up the outbreak.

But China has sought to distance itself from the virus, saying the origin is still unknown, while seeking global goodwill by offering aid to countries facing serious outbreaks.

US Secretary of State Mike Pompeo, in a phone call he initiated with top Chinese official Yang Jiechi, voiced anger that Beijing has used official channels “to shift blame for COVID-19 to the United States”, the State Department said.

Pompeo “stressed that this is not the time to spread disinformation and outlandish rumours, but rather a time for all nations to come together to fight this common threat”, the department added.

The State Department on Friday summoned the Chinese ambassador, Cui Tiankai, to denounce Beijing’s promotion of a conspiracy theory that had gained wide attention on social media.

Foreign ministry spokesman Zhao Lijian suggested on Twitter last week that “patient zero” in the global pandemic may have come from the United States.

“It might be US army who brought the epidemic to Wuhan. Be transparent! Make public your data! US owe us an explanation,” tweeted Zhao, who is known for his provocative statements on social media.

Coronavirus: Experts say it is transferable during ‘Incubation’

A Chinese epidemiologist, Zhong Nanshan co-authored an article that predicted the incubation period of the new coronavirus that has killed more than 900 people in China to be as long as 24 days.

Zhong, who is famed for his work managing the 2003 SARS outbreak and was appointed a top advisor for this crisis, wrote that the incubation could be as short as zero days or long as 24 – ten days longer than previously believed.

The article, which is still awaiting peer review, indicates that the mean incubation period is three days, Hong Kong’s Now News reports.

Quarantine provisions for those suspected of carrying the infection currently extend 14 days, during which time the carrier may not exhibit symptoms.

Some experts have suggested that the virus can be transmitted during this asymptomatic incubation, although others have cast doubt on this.

Coronavirus: Chinese doctor, expert detecting disease, dead

A Chinese doctor, who was among the first to raise a public alarm about the deadly Coronavirus has died after being infected, CNN reports.
