House of reps rejects the proposals for the military. [Check..]

The House of Representatives, on Tuesday, rejected the proposed Operation Positive Identification (OPI) being planned by the Nigeria Army to commence nationwide on November 1.

Consequently, the House charged President Muhammadu Buhari to direct the Chief of Army Staff, General Tukur Buratai, to put the operation on hold pending due consultations on the OPI.

The House also directed its Committee on Army, to immediately engage with the Army headquarters to develop a pro people security management strategy.

This followed the adoption of a motion by the Minority leader, Ndudi Elumelu, urging the House to intervene and halt the proposed military operation.

Elumelu, in his lead debate, argued that the Army is exceeding their constitutional brief by proposing to embark on a nationwide military operation without the authorisation of the National Assembly.

According to him, the 1999 Constitution (as amended) stipulates that before the Army can embark on any activity outside its brief, it must get the approval of the National Assembly.

The minority leader noted that he is not aware that the parliament has given any such approval.

“This operation Identification. I have not heard that it was brought before us. I am not sure many Nigerians have these ID cards. It will obviously affect them for going out for their businesses,” he stated.

WhatsApp Set To Sue NSO For Cyber Spying. [Details..]

WhatsApp on Tuesday sued Israeli technology firm NSO Group, accusing it of using the Facebook-owned messaging service to conduct cyberespionage on journalists, human rights activists and others.

The suit filed in a California federal court contended that NSO Group tried to infect approximately 1,400 “target devices” with malicious software to steal valuable information from those using the messaging app.

WhatsApp head Will Cathcart said the lawsuit was filed after an investigation showed the Israeli firm’s role the cyberattack, despite its denials.

“NSO Group claims they responsibly serve governments, but we found more than 100 human rights defenders and journalists targeted in an attack last May. This abuse must be stopped,” Cathcart said on Twitter.

The lawsuit said the software developed by NSO known as Pegasus was designed to be remotely installed to hijack devices using the Android, iOS, and BlackBerry operating systems.

The complaint said the attackers “reverse-engineered the WhatsApp app and developed a program to enable them to emulate legitimate WhatsApp network traffic in order to transmit malicious code” to take over the devices.

“While their attack was highly sophisticated, their attempts to cover their tracks were not entirely successful,” Cathcart said in an opinion piece published in the Washington Post, noting that the investigation found internet-hosting services and accounts associated with NSO.

The suit calls on court to order NSO Group to stop any such attacks and asks for unspecified damages.

WhatsApp in May called on users to upgrade the application to plug a security hole that allowed for the injection of sophisticated malware that could be used for spying at the messaging app used by 1.5 billion people around the world.

The malicious code was transmitted through WhatsApp servers from about April 29 to May 10, targeting devices of attorneys, journalists, human rights activists, political dissidents, diplomats, and other senior foreign government officials, according to the complaint.

“A user would receive what appeared to be a video call, but this was not a normal call,” Cathcart said of the cyberattack.

“After the phone rang, the attacker secretly transmitted malicious code in an effort to infect the victim’s phone with spyware. The person did not even have to answer the call.”

Fighting ‘crime and terror’

The NSO Group came to prominence in 2016 when researchers accused it of helping spy on an activist in the United Arab Emirates.

Its best-known product is Pegasus, a highly invasive tool that can reportedly switch on a target’s phone camera and microphone, and access data on it.

The firm has been adamant that it only licenses its software to governments for “fighting crime and terror” and that it investigates credible allegations of misuse, but activists argue the technology has been instead used for human rights abuses.

Danna Ingleton of Amnesty International said the results of the WhatsApp investigation “underscore that NSO Group continues to profit from its spyware products being used to intimidate, track, and punish scores of human rights defenders across the globe, including the Kingdom of Bahrain, the United Arab Emirates and Mexico.”

Ingleton said Amesty and other groups are seeking in the Israeli courts to block NSO for exporting the technology.

“WhatsApp deserves credit for their tough stance against these malicious attacks, including their efforts to hold NSO to account in the courts,” she said.

CBN earmarks N100bn for intervention find.

Tuesday disclosed that N100 billion had been earmarked as intervention fund for the Cotton, Textiles and Garment (CTG) industry, adding that N50 billion has already been disbursed to players in the sector.

Out of the N50 billion already loaned out, N19.18 billion was disbursed to retool nine ginneries at a single-digit interest rate.

He added that the same gesture will be extended to textile farmers and others along the value chain.

The CBN governor described the $4 billion yearly import bill for textiles as totally unacceptable, assuring that players in the cotton value chain would be supported to resume garment production in line with Presidential Executive Order 003.

This is as stakeholders in the cotton business signed two separate Memoranda of Understanding (MoU) aimed at reviving the sector.

The first one was between the National Cotton Association of Nigeria (NACOTAN) and Ginning Companies; while the second one was between the Nigerian Textile Manufacturers Association and Armed Forces of Nigeria, Nigeria Police, Paramilitary Institutions & National Youth Service Corps.

Emefiele who spoke at the event said it was disheartening that only 15 out of about 180 textile companies that existed between 70 and 90s were still alive.

As a strategy to revive the sector, the CBN Governor said it has begun restricting forex access to importers of textiles, while the apex bank was already providing financial support to textile manufacturers to retool, rejig and revive their businesses.

He said: “Our efforts to revive the cotton industry is also in tandem with executive order 003 to utilize local sources for uniforms and hospital wears.

“Before the Buhari administration, 150 textile industries have closed and two million jobs lost.

“Farmers and processors had to deal with low-quality seeds, smuggling of textile and poor infrastructure. Large volumed of textile materials are from Asia. Two years ago, we called the textile mills for a meeting but they were dead.

They raised access to finance, lack of electricity, smuggling and dumping as challenges.

“Luckily, the FG has ordered border closure. Benefits are unprecedented. Rice and poultry businesses are now booming. Before now, people were importing eggs, poultry, beef etc. How do we then create jobs? We need to deal with smuggling and dumping to guarantee jobs. This must be dealt with.

“In April, we flagged off input distribution to 150,000 farmers cultivating 150,000 hectares of cotton in 23 states. Their stock will be ready for off-take by November.

“We have also constituted a Textile Revival Implementation Committee (TRIC) which includes the CBN, Federal Ministries of Agriculture and Rural Development; Water Resources; Industry, Trade and Investment; and the governments of Kano, Kaduna, Katsina, Gombe and Zamfara states. This Committee is driving the initiative to achieve self-sufficiency in cotton production and textile materials within a span of three years.

“We are fully aware that production of uniform wears especially for the armed forces calls for high level security concerns in handling, transportation and storage. To this end, we will work with the security agencies alongside concerned textile and garment factories to ensure that the finished products as well as wastes are treated as currency, with highest level of security until they are delivered to the right clients or disposed accordingly,” he explained.

820 Buses: Ambode To Sue The State House Of Assembly.

Akinwunmi Ambode, the former governor of Lagos state, has filed a suit against the state House of Assembly over the ongoing probe of procurement of 820 buses by his administration.

In the court papers filed before Justice Y.A Adesanya of the Lagos High Court, Ambode through his counsel, Tayo Oyetibo, said contrary to claims made by members of the state Assembly, the controversial 820 buses were procured based on budgetary approval as part of the Bus Reform Project of the State Government designed to revolutionize public transportation in line with global best practices.

“In section 1 of the Bill, the 1st Defendant (House of Assembly) authorized the total Budget for the year 2018 to be One Trillion, Forty Six Billion, One Hundred and Twenty One Million, One Hundred and Eighty-One Thousand, Six Hundred and Eighty Naira (N1,046,121,181,680.00) comprising the sum of Three Hundred and Forty Seven Billion, Thirty-Eighty Million, Nine Hundred and Thirty-Eight Thousand, Eight-Hundred and Seventy-Two Naira (N347,038,938,872.00) only and Six Hundred and Ninety-Nine Billion, Eighty-Two Million, Two Hundred and Forty-Two Thousand, Eight Hundred and Eighty Naira (N699,082,242,808.00) only as the Recurrent and Capital Expenditures respectively.

“Part of the items authorized by the Bill under Capital Expenditure was: “LAGBUS Public Transport Infrastructure (MEPB); Part financing of 820 buses” which was item 8 under schedule 1- Part C of the Bill,” the former Governor stated.

Ambode in the court papers, said the lawmakers were set to embarass him as the committee set up to investigate the 820 buses is filled with persons that are bent to destroy and tarnish his image. He added that the House falsely claimed that an invitation had been extended to him to appear before the Committee but that he failed to honour the said invitation.

“On Thursday 10th October, 2019, the 4th and 5th Defendants (Mojeed and Yishawu) who are Chairman and member of the Committee respectively set up by the 1st Defendant pursuant to the provisions of section 129 of the Constitution again raised on the floor of the House an allegation that the Claimant (Ambode) was invited to appear before the Committee but that he failed to do so whereupon the 2nd Defendant (Speaker) ruled that a warrant of arrest would be issued against the Claimant if he refuses to appear before the Committee.

“The Claimant states that no letter of invitation was delivered to him before the 4th and 5th Defendants made the false allegation against the Claimant which was widely reported by various national Newspapers in the country.

“Further to the foregoing paragraphs, the 1st Defendant had also invited some of the former Commissioners who served under my Government to appear before the 1st Defendant on Tuesday 15th October 2019. These included former Commissioners for Energy, Agriculture and Economic Planning and Budget respectively amongst others.

“After the proceedings of the Committee on 15th October 2019, the 1st Defendant represented to the public that the former Commissioners that appeared before it had indicted me in their testimonies. The information was widely published by National newspapers on Wednesday 16th October 2019.

“Contrary to the information made to the public by the 1st Defendant, the said former Commissioners for Energy and Economic Planning and Budget who were represented by the 1st Defendant to have indicted me, made public statements on Thursday 17th October 2019 denying that they ever indicted me in their testimonies before the Committee. The denials were widely published by online newspapers on Thursday 17th October 2019 and national newspapers on Friday 18th October 2019.

“The 1st Defendant falsely represented to the public that the said Commissioners indicted me in their testimonies before the Committee so as to justify my indictment by the 1st Defendant which indictment members of the 1st Defendant had hitherto threatened to carry out,” Ambode stated

The former governor in the court papers averred that the court that the entire members of the state Assembly had already adjudged him as having committed wastage of public fund by the procurement of the buses in question and had also already determined that the procurement was done by him as opposed to the State Government.

The governor asked the court to declare that the power of the House to pass a resolution under section 128(1) of the Constitution to cause an inquiry into his conduct as Governor is subject to right to fair hearing as guaranteed by section 36(1) of the Constitution.

He also wants a declaration that the Resolution of the House setting up a 9-Man Committee comprising of the 4th-12th Defendants to investigate all transactions in respect of the 820 Buses said by the defendants to have been procured by him derogates from his right as guaranteed by section 36(1) of the Constitution and therefore is unconstitutional, null and void.

Other claims are:

“A DECLARATION that having regard to the provisions of sections 1, 2, 3 and 4 of the Appropriation Law of Lagos State 2018, sections 8 and 9 of the Law which required the approval of the House of Assembly of Lagos State before certain expenditure of money is incurred by the Executive Branch of the State is not in accord with any provision of the Constitution and accordingly is unconstitutional, null and void.

“A DECLARATION that it is not lawful for the Defendants to represent or continue to represent to the Public that the Claimant, AKINWUNMI AMBODE, procured 820 buses in breach of budgetary approval.

“A DECLARATION that the powers of the 1st Defendant under sections 103, 128 and 129 of the Constitution of the Federal Republic of Nigeria, 1999 as amended does not include power to indict the Claimant as contemplated by sections 66(1)(h), 137(1)i and 182(1)i of the Constitution of the Federal Republic of Nigeria 1999, as amended.

“AN INJUNCTION restraining the Defendants whether by themselves, their servants, agents and or representatives from compelling the Claimant, in any manner whatsoever, to appear before the Defendants pursuant to the Resolution passed by the Defendants on 27th August 2019 or any other Resolution passed in respect of the subject matter of this Suit.

“AN INJUNCTION restraining the Defendants whether by themselves, their servants, agents and or representatives from representing or continue to represent to the Public that the Claimant, AKINWUNMI AMBODE, procured 820 buses in breach of budgetary approval.”

Meanwhile the court has ordered the Speaker of the State House of Assembly, Mudashiru Obasa, to appear before it tomorrow morning October 30th. Others to appear before the court are House Clerk, Mr A.A Sanni; Chairman of the Ad hoc Committee set up by the House to probe the procurement, Fatai Mojeed and members of the Committee, Gbolahan Yishawu, A.A Yusuff, Yinka Ogundimu, Mojisola Lasbat Meranda, M.L Makinde, Kehinde Joseph, T.A Adewale and O.S Afinni.

Shaibu noted that asides the Moshood Abiola National Stadium in Abuja, Edo State was the first state to have a double game event for squash while the Ogbemudia Stadium itself now has an Assisted Video Recorder (AVR) facility ready for use.

He said, “Edo was on recess for 11-12 years which made Nigeria lose its potentials. We are ready to host the other 35 states and Abuja in the return of the native. Edo State is ready to take its pride of place concerning sports.”

Shaibu stated that apart from hosting to win straight at the sports fiesta, there was a conscious attempt at merging sports with education with the building of 20 mini stadia in the 18 local governments of Edo State with the objective to harness young talents from secondary schools.

NGF: State Governors Refuse N162m Repayment Plan. [Check..]

State governors on the platform of Nigerian Governors’ Forum (NGF) have rejected the proposed plan by the Federal Government to extend the repayment period of its budget support to state governments from 20 years to 30 years for the N614 billion budget support facility.

The Minister of Finance, Budget and National Planning, Zainab Ahmed, who briefed State House correspondents at the end of National Economic Council meeting presided over Vice President Yemi Osinbajo, said based on the extension, state government monthly repayment will reduce from N252 million monthly to N162 million monthly.

Ahmed who briefed correspondents alongside Anambra State governor, Willy Obiano; Ogun State governor, Dapo Abiodun; Nasarawa State governor, Abdullahi Sule, and Minister of Health, Osagie Ehanire, said the Federal Government had made the first and second months, N252 million monthly deductions, in September and October, based on the 20 years repayment period.

Following the outcry of state governors, another repayment schedule plan extending the year to 30 years and monthly repayment of N162 million was presented to NEC on Tuesday.

But she said that the state governors were still not satisfied with the repayment extension to 30 years.

She said: “The budget support facility was initially for 20 years repayment period. And when we made the first deduction in September, the states had complained that the amount deducted, which was N252 million, was too harsh.

“So, since then, the Central Bank of Nigeria, which is the lender, has revised the condition to make the repayment period longer. And so, the new repayment period is 30 years. And this means that the states will be paying monthly N162 million. But again today, the states still were not satisfied with the condition.

“So, we are expecting that the Ministry of Finance, Budget and National Planning, CBN and the states will engage again with a view to having the CBN further revise the condition to reduce the monthly repayment burden.”

MTN Files Page Documents To Claim N3bn Against Attorney General.

MTN Nigeria Communication Limited has filed a 9,100-page document in court to prove its N3bn claim against the Attorney General of the Federation, Abubakar Malami.

Copies of the bulky document were brought in a coaster bus and delivered to the registry of the Federal High Court in Lagos on Tuesday.

The telecommunications firm had last year sued Malami over a letter in which he demanded that they pay N242bn and $1.3bn as import duties, withholding and value-added taxes – a move which the firm’s lawyer, Chief Wole Olanipekun (SAN), described as ‘malicious, unreasonable and one made on an incorrect legal basis’.

According to Olanipekun, Malami acted beyond his powers and violated the provisions of Section 36 of the constitution on fair hearing with “the purported revenue assets investigation” he carried out on the firm’s activities covering 2007 to 2017.

He, therefore, urged the court to award N3bn against Malami as general and exemplary damages.

The trial judge, Justice C.J. Aneke, had in May dismissed the preliminary objection filed by Malami, challenging the competence of the suit.

“From the endorsement on the writ, this suit was commenced on September 10, 2018 and a simple calculation shows that from August 23, 2018 when the cause of action arose to September 10, 2018, when the suit was instituted, a period of three months had not expired, as envisaged, for the suit to be statute barred,” Aneke ruled.

At the resumed hearing on Tuesday, the case, however, stalled with Justice Aneke adjourning till January 30, 2020.

“Is it not worrisome that a government that has failed for six months to implement a new minimum wage regime which would have barely lifted the purchasing power of workers has since that time increased VAT, agreed to return toll gates, embarked on unbridled borrowing, increased electricity tariff without commensurate increase in electricity supply, uses a quarter of the budget to service debts and impose other economic policies and wicked taxes all aimed at tightening the economic space of the common citizen while they live in affluence and extravagance including abandoning governance to unelected hands and junketing from one foreign country to another.”

Hip-hop star, David Adeleke, popularly known as Davido has announced the date for the release of his second studio album titled ‘A Good Time’.

The singer took to his Instagram handle on Monday to announce that the album will be released on November 22, 2019.

No responsible government will sit by and allow fake news and hate speech – Lai Mohammed.

The Federal Government is set to sanitise the social media space to curtail fake news and hate speech.

This was disclosed on Tuesday by the Minister of Information and Culture, Lai Mohammed at a press conference in Abuja.

According to Mohammed, the Federal Government will implement reforms in the broadcast industry and sanction any defaulting broadcast media.

The broadcast media reform, Mohammed added will extend to the social media space which he described as ‘totally out of control’.

“Since we launched our reform of the broadcast industry, many Nigerians have reached out to us, demanding that we also look into how to sanitise the Social Media space. I can assure you that we are also working on how to inject sanity into the Social Media space which, today, is totally out of control,” he said.

Mohammed added that no responsible government would sit back and allow activities such as fake news and hate speech, which is capable of setting the country on fire, to continue unchecked.

“No responsible government will sit by and allow fake news and hate speech to dominate its media space, because of the capacity of this menace to exploit our national fault lines to set us against each other and trigger a national conflagration.

“That is why we will continue to evolve ways to tackle fake news and hate speech until we banish both,” he said.

Mohammed had earlier disclosed that a committee has been set up to implement the recommendations approved by President Buhari on tackling hate speech and fake news.

He said hate speech and fake news are the ‘Siamese twins
of evil’, and no responsible government will sit by and allow such to rule the airwaves.

As usual, let me start by thanking you, gentlemen, for always
responding to our invitation and for your usually-reliable reports
after our briefings

– Today’s briefing, as you would imagine, is on the National Campaign
Against Fakes News and Hate Speech, which we launched last July.
Within the context of that campaign, I recently launched an effort to
rid our airwaves of fake news and hate speech. Specifically, I set up
a committee on the implementation of the recommendations that were
approved by Mr. President to inject sanity into the nation’s broadcast
industry, following the unprofessional and unethical conduct of some
broadcast stations, especially before and during the last general

The highlights of the recommendations are as follows:
i) Independence of the NBC from political interference in the
exercise of its regulatory powers, particularly with respect to the
issuance and withdrawal of broadcasting license.
ii) A review of the National Broadcasting Code and extant broadcasting
laws to reflect the following amendments;
Upward review of fines from N500,000 to N5,000,000 for breaches
relating to hate speeches, inciting comments and indecency.
Wilful repeat of infractions on three occasions after levying fine
on a station to attract suspension of license.
Upgrade of breach of political comments relating to hate speeches
and divisive comments to ”Class A” offence in the Broadcasting Code.
Amendment of the NBC Act to enable NBC license WebTv and radio stations.
iii) Recruitment of more monitoring staff for the NBC. At the moment,
there are only about 200 Staff monitoring about 1,000 radio and
television stations.
iv) Deployment of adequate monitoring equipment and technologies for
the NBC and, finally…
v) Enhancement of welfare packages of NBC staff to avoid their
compromise in the line of duty

Gentlemen, the committee is also saddled with ending all forms of
monopoly detrimental to the actualization of the immense potential of
the broadcast industry. A situation where a few people corner a chunk
of the industry to the detriment of others, especially our teeming and
talented youths is totally unacceptable and untenable.

Once the committee submits its report, we will immediately
kick-start the implementation of the approved measures to inject
sanity into our broadcast industry.

Gentlemen, since I launched the committee on the implementation of
the approved measures, there have been reactions. Many have hailed our
efforts at seeking to bring sanity to the airwaves, while some have
attacked us and accused us of trying to stifle press freedom or gag

In the first instance, let me say this. No amount of attacks,
sponsored or otherwise, will stop the implementation of the approved
recommendations. And only non-patriots and anarchists will kick
against measures aimed at putting an end to fake news and hate speech,
especially in our broadcast industry.

But, as I have been saying, we have no intention of stifling free
speech or gagging journalists or anyone. Again, this Administration
has no intention of muzzling the media or stifling free speech. Our
campaign is against fake news and hate speech. However, if you engage
in disseminating fake news or hate speech, you need to be worried,
because we will not spare you. We cannot allow fake news and hate
speech to become free speech, because these Siamese Twins of Evil are
capable of inflicting untold damage on our democracy and threatening
our national unity. They represent a clear and imminent danger to our
survival as a nation.

As for monopolies, they stunt growth, kill talents and discourage
creativity. The clearest example of the creative energy that can be
unleashed when monopoly is totally broken can be seen in the
telecommunications industry. Of course, the broadcast industry has
also been liberalised. But any vestige of monopoly is antithetical to
the liberalisation of the broadcast industry and must be dismantled.
In the case of Nigeria, it’s the monopoly of content that breeds
anti-competition practices.

Gentlemen, since we launched our reform of the broadcast industry,
many Nigerians have reached out to us, demanding that we also look
into how to sanitize the Social Media space. I can assure you that we
are also working on how to inject sanity into the Social Media space
which, today, is totally out of control

No responsible government will sit by and allow fake news and hate
speech to dominate its media space, because of the capacity of this
menace to exploit our national fault lines to set us against each
other and trigger a national conflagration. That is why we will
continue to evolve ways to tackle fake news and hate speech until we
banish both.

Therefore, Gentlemen, we once again seek your support for our
efforts to banish fake news and hate speech from our media space.

NDDC: President Buhari Demands Senate’s Confirmation of nominees.

President Muhammadu Buhari has requested Senate’s confirmation of nominees into the Board of the Niger Delta Development Commission (NDDC).

The request was contained in a letter by President Buhari, dated Oct. 18 and read by the President of the Senate, Ahmad Lawan during Tuesday’s plenary.

The letter reads: “In accordance with the provision of Section 2(2)(a) of the Niger Delta Development Commission (NDDC) (Establishment) Act 2000, I write to forward for confirmation by the Senate of the Federal Republic of Nigeria, the under listed nominees for appointment into the NDDC Board.

“They are to occupy the positions indicated against their names.”

The NDDC’s Board nominees include the Chairman, Dr Pius Odubu (Edo); Managing Director, Bernard Okumagba (Delta); Executive Director Projects, Engr. Otobong Ndem (Akwa Ibom).

“Executive Director Finance and Admin, Maxwell Okoh (Bayelsa); Delta State representative, Prophet Jones Erue; Mr Victor Ekhatar (Edo); Dr Joy Yimebe Nunieh (Rivers); and Nwogu Nwogu Abia.

“Others are Theodore Allison (Bayelsa); Victor Antai (Akwa Ibom); Maurice Effiwatt (Cross River); Olugbenga Elema (Ondo); Hon. Uchegbu Kyrian (Imo); Northwest Representative, Aisha Muhammed (Kano); Northeast Representative, Ardo Zubairu (Adamawa) and Southwest Representative Engr. Badmus Mutalib (Lagos).

“While hoping that the Senate will consider and confirm the nominees in the usual expeditious manner, please accept, Distinguished Senate President, the assurances of my highest consideration.”

Also, Buhari has requested the confirmation of the appointment of three nominees as Resident Electoral Commissioners (RECs).

This was also contained in a letter to the Senate dated, Oct. 28.

“Pursuant to Paragraph 14(3) of Part 1 of the Third Schedule to the Constitution of the Federal Republic of Nigeria 1999(as amended).

“I hereby write to request for confirmation by the Senate, the appointment of the following as Resident Electoral Commissioners (REC).

“Umar Gajiram Commissioner (Borno), Dr Alalibo Johnson Commissioner (Bayelsa) and Raheem Olalekan Commissioner (Osun).”
Similarly, Buhari has sent the name of Justice Benedict Kanyip for confirmation as President of the National Industrial Court of Nigeria.

This, Buhari said was in pursuant to Section 254B(1) of the Constitution of the Federal Republic of Nigeria 1999 (as amended).(NAN)

A concerted action by countries around the world is crucial towards tackling terrorism in the Sahel region, as well as the challenges posed by Boko Haram and ISWAP in Africa, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo made this call when he received a delegation of members of Egypt’s Parliament (House of Representatives), led by its Honourable Speaker, Dr. Ali Abdel-Aal Sayed Hamad. The delegation also included the Egyptian Ambassador to Nigeria, Assem Hanafy Elseify.

Similarly, speaking on behalf of the government of Egypt, Hamad said Egypt shared the same view as Nigeria that concerted efforts was needed to combat terrorism in the Sahel region.

Prof. Osinbajo, who welcomed the delegation on behalf of President Muhammadu Buhari, noted that Egypt and Nigeria have enjoyed very good relations over the years.

“Since Nigeria’s independence in 1960, we’ve always had friendly relations and cooperation with the Republic of Egypt. We know that this very friendly and brotherly relations will continue.”

On the issue of security challenges on the continent, the Vice President urged for more concerted global action to prevent similar escalating situations in some parts of the Middle East as related to ISIS.

He said, “We would want to urge that Egypt joins us in calling upon the world, the international community, to immediately see the need for a concerted action against Boko Haram, Islamic State’s West Africa Province (ISWAP), and terrorist groups operating in the Sahel, in particular.

“We think that it is time for that kind of concerted action in the Sahel. And with such concerted action, we believe that we can prevent a situation as seen in some parts of the Middle East where damage to lives and livelihoods was done by ISIS.

The Vice President added that the world should not look away and hope that the problem would disappear, unless world powers come together to tackle it.

“Just as was done in Iraq, where the world powers came together to drive out ISIS, that is the sort of cooperation that we should have now to ensure that we’re able to deal with terrorism, especially terrorism in the Sahel,” he said.

Prof. Osinbajo also stated that Nigeria would continue to join hands with Egypt in promoting religious tolerance and tackling extreme poverty and challenges to social inclusion.

The Vice President further said Nigeria is open to Egypt for more investments, especially in the agri-business, agro-allied value chain, and also in light manufacturing and other such areas; just as he equally noted that Nigerian companies, particularly in the financial sector and industrial investments, are willing to do business in Egypt if given the opportunity.

In the same vein, the Egyptian Parliament speaker delivered a personal message from President Abdel Fattah al-Sisi to President Buhari and the VP, inviting him for the Africa Investment forum and the inaugural Forum for Sustainable Peace and Development in Egypt in November and December respectively.

The Vice President said he would convey the message to President Buhari. He also said President Buhari would be briefed on the request to mediate in the issue between Egypt and Ethiopia over the building of the Renaissance Dam project on the Blue Nile River.

“I would certainly ensure that I convey the strong feelings of the Egyptian government on this point to our president, President Muhammadu Buhari, and I believe that, within the auspices of the AU, we would be able to reach a just and fair conclusion. I’m sure that he would work within the AU to find a solution that is fair to all parties,” the VP stated.

Also, Hamad pledged the full support of the Egyptian government for the candidacy of Nigeria’s Dr. Akinwunmi Adesina, who is running for a second term as president of the African Development Bank (AfDB).

The Vice President had earlier stated that he (Adesina) has done quite well in the first team and that he would do better in the second term.

Speaking further, Hamad noted that, “Egypt and Nigeria are two big nations in Africa in terms of population and capabilities. We also pledge to put our expertise to foster and strengthen economic relations, especially in the economic and energy sector.”

He said that the Chairman of the Rice Processors Association complained to him that rice millers and processors in the country had 25,000 metric tonnes of unsold local rice in their warehouses and urged that something should be done to help keep their businesses alive.The CBN governor who noted that he received the complaint before the nation’s borders were closed stated that the same person called one week after the closure that all the rice in their warehouses had been sold.“Recently, the Chairman of the Rice Processors Association called me and said that all the rice millers and processors are carrying 25,000 metric tonnes of milled rice in their warehouses that they have been unsold because of the smuggling and dumping of rice through the Republic of Benin and other border posts we have across the country, and he would want us to do something about it,” he told reporters.Emefiele added, “I am aware also that after some meetings held, in addition to those engagements we held with the President, the border was closed subsequently.“A week after the borders were closed, the same Rice Millers Association called to say that all the rice in their warehouses has all been sold.“Indeed, a lot of people have been depositing money into their account and they are telling them to hold on until the rice has been processed.”

Benefits Of Border Closure

The 25,000 metric tonnes of rice translates to 500,000 bags of (50kg) rice as 1,000 kilogrammes make one metric tonne.The CBN governor also revealed that between 2015 and 2019, the number of companies setting up integrated and small mills rose astronomically and loan facilities have been given to help encourage the production of local rice.He said, “Between 2015 and 2019, we have seen a rise in the number of companies setting up integrated and small mills; the CBN and the Federal Ministry of Agriculture and rural development has been at the centre of not just encouraging the production of rice in Nigeria, but also funding these farmers by giving them loans to acquire seedlings, fertilizers and some herbicides for rice production.“The benefit of the border closure in Nigeria is that it has helped to create jobs for our people, bring our integrated rice millers back into businesses and they are making money; our rural communities are bubbling because farmers are selling.”

Condition For Re-Opening

Similarly, Emefiele noted that some members of the Poultry Association of Nigeria, who also complained of difficulties selling their eggs and processed chicken confirmed that since the closure, demand has been on the rise.He stressed that proper engagements between the Federal Government and neighbouring countries are key to ending the spate of smuggling and a consequential reopening of the borders.The CBN governor added, “We are not saying that the border should be closed in perpetuity, but that before it can be reopened, there must be concrete engagements with countries that are involved in using their ports as landing ports for bringing in goods that are smuggled into Nigeria.“That engagement must be held, so we agree on the basis of what products they can land in their country and if it is meant for their local consumption, it’s understandable.“But the fact that they are now smuggled into Nigeria, we all agree should not happen because it undermines our economic policies and desire to ensure that industries are alive and jobs are created in Nigeria.”

The Instagram page of embattled Dubai-based Nigerian social media celebrity, Ismaila Mustapha a.k.a Mompha seems to have been deactivated days after he was arrested by operatives of the Economic and Financial Crimes Commission (EFCC) over his alleged involvement in internet fraud and money laundering.

Though no official statement has been given for Mompha’s sudden disappearance from the social media platform, this however came after his alleged Lebanese accomplice, Hamza Koudeih was arrested in his N1.8bn Lagos home alongside two other suspects.
